That step is optional and is just for added decoration. The idea is that you could use some ribbon or trim around the edges of each of the three tiers of the cupcake stand. You could apply the ribbon with a hot glue gun. In the pictures posted on the blog, ribbon is not used. The cupcake stand is left plain.
